Japan activates cooperation with Central Asian Countries in Disaster Risk ReductionSecond Regional Ministerial Conference of Disaster Management Authorities of Central Asian Countries under the "Central Asia plus Japan” Dialogue took place in near Bishkek. The main aim of the Conference is discussion of issues of future creation of high level dialogue/platform in the field of disaster risk reduction.

The Second Regional Ministerial Conference is a continuation of the First Regional Ministerial Conference "Regional Cooperation in the area of Disaster Risk Reduction in Central Asia” (October 16-18, 2013, Bishkek, Kyrgyzstan) and Dialogue "Central Asia plus Japan”. Japan can share a unique experience in the field of disaster risk reduction in Central Asia.

"I would like to express a hope that such high level platforms/dialogues of Central Asian disaster agencies will be sustainable in the region as such cooperation mechanism will let to speak with a single voice in addressing threats and challenges that the international community tries to resolve in Hyogo-1 and plans to adopt the next global agenda in the field of disaster risk reduction in the period after 2015 during the upcoming Third United Nations World Conference on DRR in Sendai”, said A.Avanesov, UN Resident Coordinator/UNDP Resident Representative in Kyrgyzstan at the first day of the Conference.

Central Asia is a highly disaster prone region that suffers from substantial annual losses caused by disasters. According to the European Commission Humanitarian Aid (ECHO), over the last decade landslides, floods and earthquakes have killed about 2,500 people and affected approximately 5.5 million others (almost 10 percent of the total population in the region). Landslides and floods continuously threaten the population and the region’s economy, as does the risk of catastrophic earthquakes. Central Asia is located in a highly seismic area, and according to the NGO Geohazards International there exists an approximate 40% probability that a large earthquake with a magnitude up to 9–10 on MSK 64 scale would hit a major Central Asian city in the coming 20 years.

Thus, contemporary challenges and threats require more coordinated actions in Central Asia when addressing issues of disasters prevention and liquidation, especially large-scale and cross-border character.

The conference participants discussed the most burning issues and future cooperation in the disaster risk reduction. The conference participants established regularly functioning high-level forum of the heads of Disaster Management Authorities of Central Asian countries on the issues of strengthening regional cooperation in the sphere of disaster risk reduction, prevention and liquidation of aftermath of emergency situations. Heads of the delegations also agreed to create an expert level working group of Disaster Management Authorities of Central Asian countries as a regularly functioning working body of the Regional forum of the heads of Disaster Management Authorities of Central Asian countries.

Among the conference participants were the representatives of state and foreign policy bodies of Central Asian countries, Japan, diplomatic corps and international organizations.

The conference is organized by the Ministry of Emergency Situations of Kyrgyz Republic with support of UNDP Project "Strengthening disaster response and risk assessment capacities in the Kyrgyz Republic and facilitating a regional dialogue for cooperation”
